ENVOYS of the Spire

The Envoys of the Spire are the official diplomatic body sanctioned by the Circle of Four to represent the Spire of the Southern Reach in matters of foreign diplomacy, civic cooperation, and mutual understanding.

They act as the Spire’s entrusted voice beyond its walls, and its welcoming hand within them.

MISSION OF THE ENVOYS

The mission of the Envoys is threefold:

1. To Represent
   They speak with foreign dignitaries, emissaries, and factions in the interest of peace, understanding, and shared goals—within the bounds of the Spire’s established doctrine.
2. To Guide
   They assist those newly arrived to the Southern Reach, providing direction, introductions, and insight into where one’s skills and spirit may best flourish.
3. To Connect
   They maintain communication with the Spire’s organizations, circles, guilds, and caretakers, ensuring that opportunity does not go unanswered and that needs do not go unseen.

ENVOY DUTIES

Each Envoy is expected to:

• Act as a point of contact for visiting factions, groups, and diplomatic guests.
• Monitor public noticeboards and organizational postings for opportunities to guide others toward fitting roles or aid.
• Remain familiar with the inner workings of Spire institutions, so as to advise newcomers and returning citizens alike.
• Maintain a professional, composed demeanor, even under pressure or conflict.
• Attend events, hearings, or diplomatic meetings when called upon by the Circle or civic leadership.

ENVOY AUTHORITY

Each Envoy carries a Writ of Accord—a formal document sealed by the Circle of Four, granting them the authority to speak on the Spire’s behalf within clearly defined bounds. Head Envoys are capable of recruiting others for the purpose of sanctioned affairs, but are still required to formally get the Writs sealed by at least one councilor. For external affairs, these Writs must be sealed by majority of the Circle of Four. This writ:

• Empowers an Envoy to speak officially in diplomatic capacities, when operating within their sanctioned bounds.
• Grants access to official meetings, briefings, and political assemblies, as relevant to their current assignment.
• Confirms their role as intermediaries for those seeking guidance, clarification, or introduction within the Spire.

Note: Envoys do not issue law, command forces, or govern by decree. Their influence rests in representation, discretion, and trust.

WHO MAY BECOME AN ENVOY?

Those invited to join the Envoys of the Spire are:

• Fluent in cultural customs and the art of negotiation.
• Known for measured judgment, attentive listening, and reliable neutrality.
• Deeply familiar with the Spire’s values, hierarchies, and institutions.
• Committed to service before self, and to preserving the Spire’s dignity in all things.

All Envoys are registered with the townhall, and may be verified by asking a clerk. Those seeking to become an Envoy may seek out one of the Heads, or approach the Circle of Four to draft a Writ of Accord.

• Near the outer gates to greet new arrivals.
• In public halls or civic spaces, speaking with guilds and groups.
• Attending forums, convocations, or inter-faction dialogues.
• Or quietly posting new guidance notices to the board.
