Upon each notice board and around the town hall building, several parchments with bright labels upon them say:

This is a transcription of the townhall meeting having taken place this night. This is to recount and explain the generalized goings ons of the meetings. Be advised, direct quotations have been drastically reduced to save on ink. Some events may have been left out or short-handed in favor of more relevant happenings.

• Anonymous: “It is often that I find desolation and pollution down at the docks and along the coastline.” “There are little people who pay their respects to the waters of the town.” “I ask you, will there be new attention given to all field of the town, without the need for petition? I think it necessary there should be check ins with different aspects of Spire life, else we… Rely on just the word of the people to solve our problems.”
  • In Short: Shall there be government-mandated actions to bolster the non-government aspects of the Spire?
• Meriel: “There shall be.” “There are several roles to cater towards several focuses in the Spire as it grows- infrastructure among them.” “The docks, despite their recent expansion, need far more care yet so - for it is the love of the Siren Serene that shan’t be neglected.”
  • In Short: Intentions to bolster infrastructure will be in place.
• Anonymous: “In the event of some sort of siege much like what happened. What is the plan? Only chaos broke out when those rifts opened.” “I think it only wise to have some safe-place.”
• Helara: “I have a defense scheme drafted, which I will present to the council for approval once all seats are filled.”
• Anonymous: “I hope it a sound plan; able to withstand storm and majicks alike.”
• Meriel: “Aye, it shall be something many will have to weigh in on. Especially. In a place such as the Spire. Given the Sundering and the Drowned crawling from the shores, proving such firsthand.”
• Helara: “It is.” “It will involve standardization of rationing and identification of key strongpoints, among other things. The Spire-town’s defenses are in dire need of upgrades.” “I intend to work with the Exchequer to see what is feasible with our resources.”
• Anonymous: “Not sure if I missed it, but if the Steward is unavailable or gone missing, how do we proceed? Heard something about a Deputy of sorts if I remember right?”
• Meriel: “The Council elects a Deputy from their number, until a new successor mayest be chosen. Within thirty days of confirmation, a pubic election must be then held.
• Anonymous: “Are there plans to bolster infrastructure such as education and scientific centers? Guilds may be formed to do field research and labs may be created- but specifically apparatus and decrees to bolster world understanding to better fend the unknowns? Or will matters of research remain a privately run matter.”
  • In Short: Will educational recourses be endorsed by government or remain private?
• Meriel: “I would like it.” “Either through the library, or sponsoring patronage of the arts. We hath quite the abundance of past civilization around us.” “But it wouldst be something to discuss with the Magister, and other current leaders such as the Hermetic Assembly in their field.”
  • In Short: When the Magister seat is instated, the matter will be brought to them and any current research leaders of the township.
• Anonymous: “Forgive me if this was answered already; but was there a vote for this first Steward?" “I appear to have slept through the meeting last night.”
  • In Short: Was a vote held for the current Steward.”
• Meriel: “The previous council and the other officials in the Spire’s leadership unanimously made the decision.”
• Anonymous: “If I may- why was this decision not given to the people in full? Considering the end of the terms were upcoming, and the change in government seemed to happen without a vote as well. Not that I feel it is bad; merely… Curious.”
  • In short: Why was this a government-run matter rather a people’s matter?
• Meriel: “Thine question is fair.” “Just as I strive to be communicative and transparent, I had gone already to several leaders and wish to go to more. Yet, the Falltide elections, and the Sundering, left little space for such. To my mind, it wouldst be crueller still to step into another Circle of Four as a councilor, only to tell the other three of the reform and how it shall be. Or else pander and carve three seats for them.” “So the change was made swiftly, to ensure a resolution to ease the turbulent waters it mayest cause.”
  • In Short: Decisive actions was required to reduce turbulence of government and peoples.
• Anonymous: “I apologize. I feel I was misunderstood. I meant instead of voting on a new Circle, the public vote for the first Steward.”
  • In Short: Clarifying that a vote should have been held for Steward in the coming new election term.
• Meriel: “The council saw no one more suited to lead the Spire amid such a great change than I. If people do believe I amst of failure to the Spire, they mayest see my removal- if not the overturning of the entire structure at the referendum in morrow’s months.”
  • In Short: Decisive action had to be made, and if the action wished to be overruled by the peoples, it can be done so.
• Meriel: “Before I invite Captain Sullivan forth. I shall give forth the timeline of the elections.”
  • “Campaigning will begin Falltide 19 [October 1st], going until Falltide 27 [October 9th]. Voting will then open upon Falltide 28 [October 10], ending with the results declared upon Goldleaf 1 [October 10th].”
  • “This is the intended timeline.”
• The proceedings move to Meriel’s voluntarily received penance from Captain Alonzo of The Gauntlet.
• Captain Alonzo: “I should ask, coming forth, what role the Constable shall play in the guard activity.”
• Meriel: “It shan’t supersede the Guard Captain itself, but serve as a dual role for incorporating, down the line, a more consistent presence in the Spire.” “Something to be more intimately discussed, but factoring in a chance for those ‘neath the Gauntlet.” “A consideration, is to create an investigative brigade - given the failure of it previously to be incorporated properly into the Spire. By making it an extension of an existing system.”
  • In Short: A branch will be made for the Gauntlet to launch its investigative activities.
• Captain Alonzo: “I ask not for the sake of my authority; it is to forewarn where the Gauntlet shall next purchase whence I no longer serve as a vessel.”
• Meriel: “Constable and the Guard Captain are intended to remain a separation.” “Thou’rt capable of passing it on without thy death?”
• “Guard-Captain Yvonne has vanished. Abdicated. It next falls to me.” “I will not abandon my duty.”
  • Notetaker’s Note: Some dispute over the name of this former guard captain.
• Meriel: "Then the matter of a successor mayest be weighed later, with more certainty past the referendum.”
• The act of instilling penance begins proper.
• The Gauntlet: “Should your position hold, with the best of the town’s faith, the Hand that holds the Hammer will be worn.” “You take this on beholden to greater power. Beholden to justice.” “Until the nail takes. This arm is weaker than the last.” “Penance is taken for wrongs done. This accounts for wrongs that may threaten.” “An eternity as part of this thing. Every nail costs another eternity for every Captain that plants it.” “Every justice past.” “Every penance paid.” “Every intrinsic curse.”
• Anonymous audience members appears to attempt to stop the proceedings. This ultimately fails. Someone attempts to cast a spell, another seems to wish to sacrifice themselves. The audience is displeased with this reaction. 
  • Notetaker’s Note: Just… Why? This is a voluntary proceeding that Steward Meriel has taken the burden of. A show of faith. To stop this seems counter-intuitive.”
• The Gauntlet appears to be mostly intangible to the attempts to cease the penance.
• A fight seems to break out at the back of the town hall.
  • Notetaker’s Note: Can we have one peaceful meeting?
• The Gauntlet finishes the penance. Meriel is left momentarily distressed.
• Meriel: “What is thy given Penance?”
• Captain Alonzo: “If you should ever act against the laws held to the people of this place, a part of you will reduce to shadow. Until there is nothing left.”
  • Notetaker’s Note: Seems to reduce the vitality of the cursed with each wrongdoing until strength has fully faded.
