On the Revocation and Clarification of Bounties
I. The bounty formerly held upon Mulrath Wolvenskar is hereby revoked, pursuant to the Bounty Charter. No person may be held culpable for fulfilling a bounty later deemed unlawful.
However, in recognition of the harm inflicted in the course of that pursuit, should Mulrath Wolvenskar be found living, he shall be mandated to pay restitution of 200 crowns to Eta Varaganian and 100 crowns to Hazel Austell. A formal apology is likewise requested, to encourage reconciliation and dispel lingering hostilities between all parties affected.
II. The bounty placed upon Eta Varaganian by a foreign noble is likewise revoked. Upon investigation, it has been determined that said bounty arose from a private grudge, pertaining to Eta’s participation in a duel with the noble’s brother, and therefore carries no lawful sanction within the Spire.
Any attempt to act upon this bounty henceforth shall be considered illegal, and those involved shall be treated as pursuing an unsanctioned contract under the Bounty Charter.
III. In light of these findings, and by petition of concerned citizens, the Bounty Charter has been amended as follows:
- Bounties concerning crimes, debts, or disputes originating beyond the Spire’s borders are not valid unless reviewed and approved in the same manner as domestic postings. Such claims must be presented to a lawful issuer within the Spire and are subject to full classification, record, and signature requirements.
- No foreign warrant, proclamation, or declaration shall be honored in the Spire until it has been verified and re-issued under the authority of the Seneschalty, the Guard Captain, or the Militia Captain. This measure ensures that all bounties rest upon fair grounds and the Common Law of the Spire, rather than the unchecked will of outside powers.
IV. The most recent series of bounties shall remain valid and enforceable, pending the emergence of further evidence or formal appeal brought before the proper authorities. Reports and witness accounts concerning these cases are to be submitted promptly for review, to ensure fair and transparent process.
In the incident presently under discussion, two witnesses have provided corroborating testimony regarding the attacks that transpired upon our roads. One was interviewed directly by the guards, and the other sent word by messenger, citing that their life had been threatened should they attempt to return to the Spire. These accounts shall remain on record and under continued review.
Given the growing transgressions of foreign factions such as the Hojos, whose actions have endangered commerce and the safety of travelers, it is imperative that such offenses be addressed with both diligence and restraint. Accordingly, all active bounties are confirmed as non-lethal captures.
Those detained under these orders are, under the Stewardship Charter, entitled to declare right of tribunal, wherein they may present their defense and plea of innocence before judgment is rendered.

On the Security of the Northern Road
In response to recent disturbances and unlawful activity surrounding the Northern Road, a temporary hold is hereby declared over its length and adjoining routes until stability and safe passage may be assured.
All incidents of thievery, wrongful tolling, or unlawful obstruction upon said road shall henceforth fall under the direct enforcement of the Militia and Guard, operating under the Seneschalty’s jurisdiction. These forces are authorized to detain and investigate offenders without delay, provided that all captures remain non-lethal.
Merchants and travelers are advised to report any acts of coercion or extortion encountered along the Northern Road, so that due process may swiftly follow.
This measure shall remain in effect until the road’s safety is verified and regular commerce restored. It stands not as a blockade, but as a safeguard for lawful passage, trade, and the protection of all citizens under the Spire’s reach.

On Governance and the Convening of the Cabinet
Following the convening of a full council, the matters concerning tribunals, courts of appeal, and jurisdictional procedure shall be formally discussed and put to vote. The intent of this session is to ensure that justice within the Spire and its holdings remains both accessible and accountable, balancing efficiency with the rights of the citizenry.
The Lady Steward’s intent is to establish a system that preserves due process without stalling necessary enforcement, ensuring clarity in both military and civic law.
In addition, secretaries are hereby welcomed and encouraged to serve in advisory and clerical capacities within the townhall. Their diligence in recordkeeping, correspondence, and communication between departments shall ensure that these discussions, and all decrees henceforth, are preserved in proper order.

On the Voice of the People
In accordance with Tribune-candidate Monty’s encouragement for citizens to organize under the empowered authority of the Petitioners’ Forum, it is hereby formally encouraged that all persons with vested interest in civic matters register through the Forum.
Whether their focus lies in bounty regulation, expansion of the Northern Road, trade, or any other passion that serves the common good, registration ensures their right to representation and voice in governance.
Through the Forum, citizens may propose measures, raise concerns, or vote upon legislation, including the power to oppose or block hostile proposals deemed harmful to the Spire and its people.
The Petitioners’ Forum stands as the recognized conduit between the citizenry and the Steward’s Council, that the will of the people may be both heard and heeded in all affairs of governance.

On Miscellaneous Matters
In the days ahead, an effort shall be made to consolidate and record the findings drawn from recent conflicts—both the hostile presence upon our shores and the otherworldly threat that has since abated. These records shall include not only the outcomes but also any lasting consequences yet to manifest, that the Spire may remain vigilant in the days to come.
Upon the convening of the council, deliberations shall be undertaken alongside the Chancellor to open communication with Albern’s Crossing, with the intent of establishing a mutual concord toward the unification of the Reach. In time, it is hoped that neighboring clans and settlements may likewise be brought into accord, ensuring a shared peace and strength beneath one governance.
