Public Charter
A framework and guide to the Peoples of the Spire for fairer representation.

At present. The structure of the Petitioner's Forum rests chiefly upon the recognized organizations of the Spire, be it the Hospital, Assembly or many familiar cases, represented by their sole leader, or co-leader within the bounds of the Forum. This reliance, though practical, has led to an unintended - or intended - narrowing of voices; for when vast bodies speak through a single delegate, the variety of thought and perspective becomes diminished.

To address this imbalance, the Charter proposes the establishment of Citizen Associates.

1. A Citizen Associate shall be a fellowship of no fewer than five, and preferably no more than ten, like-minded citizens who whish to present a particular idea of matter to the Forum.
2. While individuals may remain affiliated with larger guilds or institutions, their political signature and participation within the Forum shall belong to the Associate of their choosing. This ensures each Associate, whilst able to converse with another, in record, remain distinct.
3. Unlike guilds, whose purpose lies in trade, craft, or study, the purpose of a Citizen Associate is deliberation and advocacy: to give voice to a defined concern, and to represent it within the governance of the Spire.
4. Each Associate forms a table for discourse, where members bear the responsibility of standing for their chosen field of interest.

Examples of potential Citizen Associates:

- The Alchemists' Associate | Devoted to the organized study and practice of alchemy and administering the needs and concerns of the Spire's Alchemist in face of the governance.
- The Farmers' Associate | Representing the interests and concerns of those who cultivate land for the benefit of the Spire.
- The Traders' Associate  | Those concerned for the rights and protection of the Spire's commerce.

The subject of an Associate may be any matter of shared interest. What is essential is not its domain, but its formation - that citizens may gather in a recognized fellowship, and through such organization, broaden the Forum's understanding and the Spire's representation. So all issues and concerns would be heard and measured when discussing the prospect of lawmaking and rights.

Addendum: Call for and Educational Associate
In the spirit of shared advancement of the knowledge and education of the Spire's citizen, a call is hereby made to those citizens who hold vested interest in the such matters.
Let those who believe that the learning, reading and writing is the foundation of civic virtue and a key piece for the betterment of the Spire's community, be thy cause the matter of public education, come forth to form an Education Associate.
