Annotations on the New Governance

       In order to have this actually be a democracy, we need regular elections. There are a few ways I've thought of that we could do this. The first would be sort of a timer system, where the length of a term would start ticking down as soon as a Councilor/Steward was elected. Essentially, within [6 months] of a councilor being elected, or within [1 year] of a Steward being elected, another election would have to be held. This would be a normal election, same as if they had resigned or died, but the sitting Councilor/Steward could be re-elected if the people still had trust in them. Of course, the election could happen sooner, either due to resignation, impeachment, death, personal choice of the Councilor/Steward, or public pressure. Perhaps the Petitioners Forum could gain a power by which to force an early election, but that would need to be worked out once we see if the Forum is...actually functional. 
      Another option for Elections would be to hold elections for all seven seats of the circle in Typhon and then hold another election for the six non-Steward seats during Falltide. In this system, by-elections would be held in the case of resignation, impeachment, or death. These would be the same structure as normal elections, but for only one seat. 
      I tend to prefer the first option, as it will mean that the entire government is going to change hands all at once. One very important part of either of these amendments though, is removing the ability of the Steward to unilaterally appoint the other seats of the Circle, as that is far too much power to put in one person's hands. And also, y'know, the Steward needs to actually be elected.
