ON HARROWING 15 OF 1641,

The Lady Steward hereby proclaims the following to the  denizens of the Spire,

On the Vampiric and Morenos

Following the efforts led by the treasure hunter Dinah, several citizens of the Spire became embroiled in an altercation with entities resembling the vampiric of folklore—creatures bearing fangs aimed for the neck, with an aversion to daylight and an overwhelming fixation on fresh blood.

During these events, Aoi and Myra were captured by one known as Madame Rubina and her group, the Morenos. Both were subjected to torture and forced mutilation for unknown purposes.

A rescue mission was mounted to retrieve them. However, the militia discovered that the Morenos had been slain or driven off by the Ember Swords shortly beforehand. Aoi and Myra were recovered alive and have since been returned safely to the Spire.

Regrettably, in the early hours of Harrowing 15, Dinah was discovered in the hospital showing signs of fully turning. Before she could be safely detained, the Magister cast an Etherdome to prevent her arrest. In the resulting chaos, the starved and freshly turned vampire escaped into the Spire.

She is now believed responsible for the Magister’s current condition—gravely weakened and nearly drained of blood.

Citizens are urged to exercise utmost caution.
This threat endangers the Cycle itself.

• Do not travel alone at night.
• Remain in sunlight wherever possible.
• If anyone displays predatory fixation or hunger atypical for mortals, depart immediately.

Dinah, Madame Rubina, and the Morenos are hereby Red-Marked and are to be arrested on sight within the Spire.

Amateur bounty hunters are strongly discouraged from pursuit, due to the high risk of further spread of vampirism.

Notice of Absence of the Tribune

Tribune Monty has been absent from the Spire since Harrowing 2nd (November 9th). He left only a brief note for the Lady Steward, stating: "Matter of duty, search not." 

Due to the inability to scry his location or confirm his wellbeing—and in light of the deeply concerning injuries sustained by two children who attempted to aid him—this notice serves as a formal declaration of investigation into his whereabouts. 

If no verifiable information is brought forth, and the Tribune remains missing or is found deceased, a by-law election to select the next Tribune will be held one week after Harrowing 17th (November 24th). 

This period allows sufficient time for the accompanying referendum, which will determine whether the by-law election is to proceed at all—or if the citizens of the Spire choose instead to return to the former structure of the Circle of Four.

Upcoming Referendum of the Government

As promised in the Stewardship & Council Charter, a referendum will be held on Harrowing 17 (November 24th).

Citizens will vote on whether to:

1. Maintain the current government, or
2. Revert to the former Circle of Four.

The poll will remain open for one week. Results will be announced on Harrowing 24 (December 1st).

List of Government Development & Progress

From Goldleaf 2 (October 12th) to Harrowing 14 (November 22nd), the following initiatives have been completed or advanced:

• Reconstruction of the Kawatare Shrine, including fundraising with surplus reserved for future needs.
• Hosting of the Hallowed Faire, to appease the mischief of the Fey and foster seasonal celebration.
• Establishment of official Spire borders, asserting autonomy against foreign powers such as the Imperials.
• The Southern Reach Grand Tournament, strengthening diplomacy and uniting fighters from near and far.
• A streamlined justice system to address the bounty crisis, alongside ongoing reforms to the Guard and a proposal for a Lesser Court for more timely trials.
• Strengthened relations with the Stonerunner Clan Ysiat, with a formal alliance forthcoming.
• Plans initiated for construction of an additional main road, improving trade routes and travel efficiency.
• Ongoing diplomatic negotiations with Albern Crossing, including plans for a harvest festival and concord ceremony.
• A successful rescue mission led by the Constable and Marshal, with a full roster of officers of the Militia, recovering Aoi and Myra from vampiric captivity.

These undertakings were only possible due to the increased participation across all branches of governance, allowing more citizens the opportunity to contribute meaningfully to the Spire’s future.

Illness of the Stewardess

Due to recent strenuous events and a recurring decline in health, the Lady Steward will be taking the next several days to recover. She will be unavailable for direct matters unless in cases of true emergency.

Letters may still be sent, but citizens are asked to remain considerate with their use of Nightsending during this period.

OOC Note; I am approaching burnout and will be taking a few days to breathe and recover! While I understand the responsibility I have taken on both ICly and OOCly, it often becomes the expectation that I must handle everything in an immediate manner. That is okay—I agreed to it—but I need a moment to rest so I can continue to give my best! Tysm ️
