The following has been edited to a more presentable format by Envoy Iselle. So firstly, she has my thanks, I have a rather crude way of words otherwise.


Hello, I am Sun. Citizen of the Spire.

I am not the most learned, nor the most wise. I have made judgements on mistaken premises, and acted multiple times with emotion. I am not unlike many of you. 

And like many of you, I had little hope for what changes the Stewardess had brought. I had doubts. I had worries. I had concerns. But also like you, I gave them a chance. And we were fortunate to have been proven wrong to some degree. The referendum passed and here we still are. 

Still, it does not mean I believe every decision has been the correct one, nor the best one. Nor will I claim to know the best one.

I have joined the candidacy for Tribune for one reason and one reason only. To understand why the councillors believe the decision being made stands as the best possible decision at that moment. I believe if even I - stupid as some claim me to be - can be brought to that understanding, then others may as well. And should they be in the wrong, I won’t hesitate to make it known.

In Monty’s time, I frequently sought his and a few others of the council for clarity and understanding. Fortunately many of their decisions have been proven to be for the betterment of our Spire to some degree. I assume many of you agree as none has spoken up otherwise in avenues available to us. 

And when one decree came such that I could not agree with, I approached Monty, following the avenues I described earlier. A forum was called and the issue debated. What came of it was simple - the newest guard and bounty charter was amended. Attached is a copy of the proceedings and results of that forum - which might I add were open to all and publicly announced should any had been interested.

All I wish to do is the same. To better mine and our understanding and to act when issues or concerns arise. And by act I mean to speak with one another. Something I have never been shy of doing, even if it may come at times with less than pleasant words.

 

Finally, I do endorse Monty. He has not failed as Tribune in my opinion and I would not be disappointed to see him in the position again.

Finally, I do not endorse Meridy. They have not done a single thing or pushed for anything relevant in the time to my knowledge. I have experienced first-hand that if one believes there to be issues, there are means to act (See: Petitioner’s Forum Proceedings. Gathered 28th of Harrowing 1641). One does not require a seat to push for a change for the better. One need not even be of the forum - The Tribune of the time was plenty welcoming to concerns and the like. So to me their interest seems disingenuous. 

I conclude.

Section IV. Bounties and rewards
(Provision) If a friend, ally, or associate of the accused appears to be acting primarily to collect a reward, the Guard retains the right to deny bounty payment.

The Rationale;

  • The right to deny bounty payment in the proposed conditions offers little in the way of an adequate check, whether civic or council, against the power allowed. It leaves open an avenue of abuse where any and all guards may deny bounty payment with little or no proper investigation or at worst - intentional prejudice. A disliked individual of the guard could just as easily be deemed an ally, friend or associate and have no recourse but to forgo the bounty.
  • To deny payment of a bounty to a friend, ally or associate - communicates that someone acting in good faith, with peace and with words to bring the accused to justice is less valued than the stranger who may be quick to act in violence. Because it is often the friend, ally or associate that is more likely to have an accused brought to face justice with the minimal amount of violence and bloodshed. Let us be a people that values the keeper of peace.

The Proposed;

  • A complete removal of the right to deny bounty payment by The Guard under any circumstance.
  • ReInstate the allowance of allies, friends, or associates to be claimant to the Bounty of the accused just as any other bounty hunter may.
  • Addition of a provision, that any claimants to a bounty may be called in at anytime following the claim to undergo a study in which their intentions may be prodded to ensure no ploy was had such as in the following list of scenarios:
    • A partnership between the accused and the claimant whereby the accused committed crimes with the intention of allowing the claimant to then turn them in for the monetary reward.
    • Any partnership between the accused and the claimant whereby the claimant shares the bounty with the accused.
  • Addition of a provision, that should a Fraudulent Claimant and partnered Claimant/Accused be found, they be charged in the weight of their crimes as described under Common Law of the Spire, Section 3, Medium Crimes, And a punishment at minimum a fine to be paid of double the original bounty amount, or equivalent indentureship.
