The Circle of Four
The 'governing' body of the settlement around The Spire, the Circle of Four is responsible for allocating what little funds the town has towards expansionary projects, maintaining the roadways and aiding merchants within the walls. They also put up bounties on beasts and do various public drives for the benefit of the town.
The Circle does not have direct control over the guards; the Captain of the Guard is chosen by the guards themselves whenever the previous retires and takes advice from the Circle - but will not let someone go nor arrest them solely on the Circle's say-so.
The Circle is elected by ballot in a large bin in the centre of the town once every year, or more often if called for by death or resignation.

Hailing from the Valkian Realm, Ser Adrian has dedicated their time in town to defending the Spire. Their work and experience in the martial should be a boon for the town. Despite their quiet and mournful demeanor, they are quite open to chat.

A true lady, of high noble upbringing and an eye for the glamorous. Owner of the Pink Peony Club boutique, and proud resident of the Spire, a place she hopes to pursue her dreams. Lover of tea, sweets, and all things romantic, this pink lady is quite the glitter bomb.

Yuna Moontusk originally hails from Ko'ram. Before becoming councilor, she was the head librarian for the town's public library. When she isn't busy with councilor duties, she can be found spending time with her family.
