Across various places in the Spire a notice has been penned by Norin

To the Good People of the Spire,

 

The Finns, who claim to be from the southern reach long before the great disappearance, wish for one of the seats on the council of four. In return, they are offering the continuance of  their investments in the spire as they have done before with The Full Cask, improvement of defenses, and upgrades to infrastructure.

 

Despite the internal strife that has occurred of late, it is important the spire should provide a united decision in response to this groups inquiry. For a decision as momentous as a seat in the council of four I believe that a democratic voice should lead this decision. I have taken it upon myself to record the will of the people, and will be outside The Full Cask to write down every opinion of being for or against the Finnish Proposal. Please seek myself out, a six foot man with dark brown hair and blue eyes to record your view.
