
The Marshals of the Spire
An official arm of the Spire government like the Guards and Militia, the Marshals specialize in investigation and research. Where guards are tasked with protecting citizens within the walls, and the Militia protect from threats beyond, the Marshals supplement both using practical and scholarly expertise.
The Task of the Marshals
To conduct lawful investigations on behalf of the Militia, Guards, and the Circle of Four using approved methods to cover all possible affairs, be they natural or supernatural.
The Limitations of the Marshals
Due to the nature of their work, it is important to enforce checks and balances on the Marshals to ensure both they and the public they serve remain safe and in good standing.
‐ The Marshals may not overstep into the responsibilities of other institutions.
- The Marshals cannot make arrests nor take up arms to resolve their findings.
- Reports must be shared with the respective parties the investigation was conducted for after each assignment.
- During each investigation, a member of the guardforce will keep watch to ensure the investigation is done legally, and that the Marshals involved are kept safe.
- When conducting investigations that require Marshals to search the home or property belonging to a Spire denizen, a warrant must first be approved by the Circle of Four.
- All evidence must be turned over to the appropriate authority as soon as possible and cannot be retained by the Marshals.
- Marshals have no authority in territory belonging to other states unless explicitly granted by the Circle of Four and the governing body of the external territory.
The Additional Permissions of the Marshals
- The Head Detective and Inspectors are permitted to open investigations of their own without needing a request from another organization. These investigations must be associated with one of the three organizations (the Circle, Guards, Militia) after they are initiated in order to satisfy the limitations of the Marshals.
- Marshals may interview individuals relevant to an investigation but cannot detain them. If the person of interest is already detained by the Guards or Militia, the Marshals may interview them under their watch.
- Should the Marshals conduct an investigation on a member of the Circle of Four, they must receive a warrant approved by any members of the Circle not involved in the investigation as well as the heads of both the Guards and the Militia.
- Marshals may collaborate with recognized private investigators or intelligence circles when necessary, but final authority remains with the requesting organization.
The Structure of the Marshals
The Marshals will be led by a Head Detective who oversees three Inspectors, appointed liaisons from the respective organizations the Marshals work with: the Circle, Guards, & Militia. Beneath that are the standard Marshals. In cases where one of the organizations requires internal investigation, the other two Inspectors will oversee it instead. The same applies to any internal investigations made upon a member of the Marshals.
Violations of Marshal regulation are subject to punishment by the Spire Guard like any other crime.
Both the Head Detective and Inspectors are allowed to recruit new members to the Marshals. New members must have at least one proficiency that sets them apart as capable investigators.
