THE PETITIONERS’ FORUM

I. PURPOSE

The Petitioners’ Forum is established as a recognized civil body within the bounds of the Spire, serving to convene the leaders of recognized factions, guilds, and orders. The Forum’s primary function is to hear, refine, and formally submit proposals, concerns, and recommendations to the governing body known as the Seneschalty of the Southern Reach.

The Forum is not a ruling entity, but serves as a conduit of structured petition and representative advocacy, encouraging political cooperation, civil engagement, and responsible stewardship of Spire affairs.

II. STRUCTURE

The Petitioners’ Forum is an open civil body convening the recognized factions, guilds, and orders of the Spire for deliberation, petition, and representative advocacy before the Seneschalty of the Southern Reach.

A Petitioner is the designated leader or co-leader of a formally recognized faction of no fewer than five active members.

• Each recognized faction holds one seat within the Forum.
• Petitioners alone cast binding votes within the Forum.

All sessions remain open to the citizenry of the Spire.

• Citizens may speak during open deliberation and submit matters for review but do not vote.
• Petitioners may invite guests of relevant expertise to speak on a specific matter when recognized.

A Forum Lead may be appointed or rotated among seated Petitioners to maintain order and recognize speakers, holding no authority beyond that of a Petitioner.

III. JOINING THE FORUM
To participate in the Petitioners’ Forum, a faction must be formally recognized by the town.

Recognition is non-political and purely procedural, meant to ensure that participating groups are established and accountable.

To obtain recognition, a faction must:

• Maintain at least five unique active members
• Declare a name and civic purpose
• Register a leader or co-leader with the townhall clerks, a councilor, or the incumbent Tribune.

Upon recognition, the faction is entered into civic record and granted a seat in the Forum.

A seat is retained only while:

• The faction remains legally recognized
• Required membership is maintained
• The Petitioner remains in leadership or lawfully names a successor

Removal of a member occurs only:

• By Forum vote withdrawing faction recognition, or
• By automatic vacancy where recognition requirements are no longer met

IV. FUNCTION & PROPOSALS

The Forum serves as a body of public deliberation and formal civic referral. It does not enact law, but may advance matters for governance review by the Seneschalty or lawful referendum.

Any citizen may submit written matters for consideration.

• A Petition is a civic concern supported by three citizens. Petitions are publicly read, recorded, and discussed, but are not subject to vote.
• A Proposal requests law, decree, or formal civic action and must be supported by five citizens, or two Petitioners.

Proposals may be openly debated but advance only through a two-thirds vote of seated Petitioners, after which they are formally submitted for governance consideration. A valid vote requires the presence of a simple majority of seated Petitioners.

V. SESSIONS OF THE FORUM

All sessions are public unless temporary closure is required for matters of safety, lawful confidentiality, or imminent civic harm, as jointly determined by the Forum Lead and the People’s Tribune.

Open Session

May be called at will for civic discourse. Citizens may freely raise concerns and ideas, but no binding votes occur.

Full Session

Held at least once per Tribune term, with three days’ public notice. Serves as the primary assembly for hearing Petitions and Proposals.

Response Session

Called by the People’s Tribune following public decree of the Seneschalty or Steward, with one day’s notice and limited to the prompting matter. May include a lawful Vote of Repeal or Amendment under the Tribune’s constitutional authority.

VI. AUTHORITY & CODE OF CONDUCT

The Petitioners’ Forum is a civil advisory institution, and binding governance remains vested in the Seneschalty of the Southern Reach; however, through the People’s Tribune, the Forum may lawfully invoke a Vote of Repeal or Amendment of council decree as established by Charter.

All participants are expected to:

• Speak respectfully and maintain order
• Refrain from coercion, threat, or violence
• Act in good faith toward the civic purpose of the Forum
• Uphold the Common Law of the Spire in both word and deed

Where a seated Petitioner is found to be a repeated offender of misconduct, such conduct may constitute grounds for the Petitioners’ Forum to consider removal by vote, on the basis that the individual no longer fulfills the civic responsibility and duty entrusted to their seat.

This discretionary removal is distinct from automatic vacancy arising from loss of faction recognition and shall occur only through formal vote of the Forum.

Amendment to the Forum

This Article of the Charter may be amended only through the following process:

A proposed amendment must be approved by a two-thirds vote of seated Petitioners and subsequently ratified by either the Seneschalty of the Southern Reach or by majority vote of the citizenry through lawful referendum.

Until such ratification occurs, the existing provisions of this Charter remain in full force.
