Aedall Heritage Preservation Act

The Southern Reach is home to ruins of a lost civilization known only to inhabit this area. With the lawlessness in the wake of the fall of the Aedall empire, it falls to us as stewards and inhabitants of this land to preserve what remains behind for future generations to study and learn from.
This act serves not only to preserve what ancient sites, relics, or artifacts linger yet in the Southern Reach, but to attempt to piece together and preserve what culture remains within these protected sites. All sites are to be logged with city hall, as well as having all discoveries material, relic, cultural and artifact logged for posterity. The sites themselves and anything taken from them are to be property of the Spire and the citizens who live within. Citizen herein is designated as a legal, participatory resident of the community; those who do not live and participate in the Spire’s interest are not counted as those amongst its citizens.
For example; a foreign entity cannot rent a home without intent of remaining and participating in the community and be counted as a citizen in the interest of accessing these sites and artifacts.
After discovery of these sites, it is highly encouraged to reach out to a specialist for further study and further preservation of these sites. The more of these sites are preserved and studied, the more the Aedall can be understood. This act will apply retroactively to all sites, relics, and artifacts which have been uncovered, to be listed for further study.
Refusal of discoverers (domestic or foreign) to disclose all sites and items found therein is considered grounds for seizure of those items by proper authority, whether that be Spire Guard or Spire Militia.
Discovery Rights and Responsibilities
Those who discover these sites retain the right to decide how and where each artifact goes as well as its use. In the interest of further study, the discoverer retains the right to select who may study the site or objects in question as well as whether the location be publicly known or not. The discoverer retains the right to take advantage of the protections that the Spire offers in interest of preserving and maintaining the site or objects. Lastly, the discoverer retains the right to name the site in question.
Those who discover these sites also gain a burden of responsibility; they are responsible for making these sites known to the authorities of the Spire as well as ensuring these sites, objects, information, is logged with the town hall. As discoverer, they bear the responsibility of first contact and cannot knowingly or with intent damage the site or anything therein. Given the dangerous nature of some of these sites, the discoverer will not be held responsible for breaking any hostile automata, nor the disarming of any traps.
Protections Offered by the Spire
In the interest of keeping these sites safe and unharmed, a clean up crew is offered to remove overgrown foliage, make small repairs to structures, and keep the surrounding area clean and clear for study
Assistance in the bartering for or diplomatic recovery of a discovered site, relic or artifact should oppositional forces have overtaken any. The authority of the Spire will seek to provide a diplomat or bartering figure who may speak with authority to recover said site, relic, or artifact.
The use of militia force may be requested in recovery of a discovered site, relic, or artifact, should hostile forces have overtaken any. This should be counted as a last resort, after diplomatic relations have fallen through, and will only become available after request of diplomatic assistance.
