Curious Cargo

A note pinned to the Spire's Community Board Manpower needed. A man has come to the Spire Guard to request assistance retrieving lost cargo from his camp. The man firmly requests the cargo does not go unsealed and fervently claims it will explode if attempted to be opened. The man was certain to mention drowners have taken and occupied the camp's area. The guard force, having deduced this was not lives in danger nor the Spire's concern, has passed this task off to me. This is a similar situation to the travelers ambushed by wolves situation where the guard passes something off to willing persons. We will treat it in a similar way.
