The Seneschalty Directory

 

The Seneschalty, often referred to as the Steward’s Council, the Cabinet, or simply the Council, serves as the governing body beneath the Steward of the Spire. It exists to oversee the orderly management of the Spire's territories and by extension, the Southern Reach and ensure that no single voice bears the weight of governance alone. Each member holds a specific jurisdiction—such as defense, diplomacy, treasury, or law—and advises the Steward on matters within their domain.

Unlike older assemblies such as the Circle of Four, the Seneschalty does not merely allocate funds or post bounties. Its charge extends to shaping policy, overseeing enforcement, and maintaining the stability of the Spire’s many factions and trades. 


 
 

Government of the Seneschalty

Steward, Lady Meriel Noctis (Lyressi0887)

The Steward serves as the chief authority of the Spire and the Seneschal of the Reach—entrusted not as a distant noble, but as a dedicated servant of the people. Their governance stems from stewardship, not supremacy, grounded in duty to the needs and well-being of those they represent.

Marshal, Helara Umeneri (DerKommissar_)

Oversees defense and offense of the Spire’s external affairs. Commands field armies and directs fortifications. Jurisdiction includes war declarations, defense strategy, and alliances in times of conflict.

  • Adjutant, Lily Odokhi (Kalibri)

Constable, Raime Escher (TheDeester)

Oversees the Fingers of the Gauntlet and ensures internal security. Commands city watch, criminal justice enforcement, and riot control. Jurisdiction includes crime, policing, and maintenance of order.


Magister, Petrus (JollyHoeftificus)

Oversees arcane and otherworldly affairs. Advises on magical threats, manages research into the arcane, and regulates the use of sorcery. Jurisdiction includes curses, magical anomalies, and the unseen.

Chancellor, Anwar Ibn'Fadil (adam_unavailable)

Oversees diplomatic and foreign relations. Manages emissaries, negotiates treaties, and represents the Spire in diplomacy. Jurisdiction includes all external diplomatic efforts.

Exchequer, Tayde Martolod (Olomet)

Oversees economy and resources of the Spire. Manages taxation, trade policy, and treasury. Jurisdiction includes affordability of proposals, foreign trade agreements, and management of wealth.

Tribune, 'Crow' Sorokin (Captain_Cynical)

Sits in all council deliberations, with full rights of speech and proposal, but holds no binding vote. They are, if in disagreement with the enactments of the council, able to assemble the Petitioners’ Forum as detailed in Section 10 of the Stewardship & Council Charter.

ANYA DECLERC (Reedie)

A long-standing clerk in the service of the townhall, who regularly oversees the counts for elections and ensures the archives are in working order.


MAXIMILIAN BECKETT (Reedie)

The Valkian Envoy that resides by the townhall, serving as a bridge between the Valkian Realm and the Southern Reach. 


HAE, FACTOR of HOUSE JIIN (BmZuzu)

House Jiin is a lesser family house rooted in Mori. They first arrived to the Southern Reach with intentions to establish business and trade relations between their Family and the Seneschalty. While none has been bound to writs, He remains in the Seneschalty to continue his work in that regard. He resides mainly in the Cat-Nap Inn and has occupied a room semi-permanently.

Achievements of the Seneschalty

  • Reconstruction of the Kawatare Shrine, including fundraising with surplus reserved for future needs.
  • Hosting of the Hallowed Faire, to appease the mischief of the Fey and foster seasonal celebration.
  • Establishment of official Spire borders, asserting autonomy against foreign powers such as the Imperials.
  • The Southern Reach Grand Tournament, strengthening diplomacy and uniting fighters from near and far.
  • A streamlined justice system to address the bounty crisis, alongside reforms to the Guard.
  • Strengthened relations with the Stonerunner Clan Ysiat, with a struck accord with them.
  • Plans initiated for construction of an additional main road, improving trade routes and travel efficiency.
  • Albern-Spire Concord, with Albern’s Crossing formally joining the Seneschalty.
  • Increased yield for upcoming harvests by allotting more farmers to the fields around Albern.
  • A successful rescue mission led by the Constable and Marshal, with a full roster of officers of the Militia, recovering Aoi and Myra post vampiric capture.

Consequences of the Seneschalty

  • Heightened foreign scrutiny, through declaring borders and autonomy from imperial influence.
  • Established borders and new roads begins to attract both merchants and smugglers.
  • Food demands continue to rise as the growth of Spiretown does, only moderately off-set by recent field expansions.
  • Decreases in petty crime as observed, yet increases in organized crime given the presence of vampires and the Undercity’s presence.

Recognized Traditions & Holidays of the Spire

Gifting of Daggers

Among Spirefolk, the offering of a dagger is never a simple gesture. To give a blade hilt-first is to relinquish one’s strength by choice rather than compulsion—a declaration that power is being set aside freely, not stripped away.

It may serve as quiet defiance, or as profound trust: a surrender of vulnerability, reverence, or even unspoken affection.


Roof-top Dueling

A tradition that survives as a half-serious custom of pride and spectacle. Disputes too trivial for bloodshed—or for mere sport—are sometimes settled upon the rooftops of Spiretown.

Spectators gather in windows and alleyways below, wagers traded more in jest than in coin. Though officially discouraged, the Guard seldom intervenes, for it has long been understood that allowing pride a harmless stage prevents it from seeking deadlier ground.


Spiretown Day

Celebrated upon Harrowing 17, Spiretown Day stands as a day of enduring civic memory. It commemorates the Quincy Insurrection, the Seneschalty Referendum, and the unified reclamation of the Garden—the moment the Spire chose mortal will over fear.

Banners of allied factions are hung side by side throughout the city, and speeches are given not only by leaders, but by the fighters, survivors, and laborers whose hands secured the Spire’s future.

Bonfires are kindled across the night as celebration carries on until first light, marked by music, revelry, and the occasional clash of friendly rivalry. At dawn’s arrival, a final cry is raised in unison: The Spire stands as vassal to none.


Day of the Sundering

Remembered as the day the Voidspawn attempted to invade the Realm, Falltide 9, the Day of the Sundering has come to hold a second meaning within the Spire: a gathering of knowledge in defiance of catastrophe.

Scholars, mages, alchemists, and seekers of hidden truths convene in open halls and public squares to demonstrate discoveries, exchange theory, and unveil new workings of spell and study. Controlled displays of magic illuminate the city in hues both wondrous and unsettling—reminders that power, once feared, may yet be understood.

Lectures continue deep into the evening, and apprentices present their first workings before gathered peers. Where the Sundering once marked only ruin, it now stands as proof that even broken forces may be turned toward learning, mastery, and cautious hope.


Remembrance Day

The anniversary of the Requital’s destruction, Lowsun 11, and the Spire’s most solemn civic observance. It is a day not bound to a single tragedy alone—but to mourn all who are gone. And to stand, if only briefly, in silence together.

From dawn until dusk, the names of the fallen—whether lost to war, calamity, or quiet passing—are spoken aloud in the public square. Work slows across the city, and voices soften in shared respect. At evening, candles are set adrift along every channel of water, their drifting light carrying memory through the streets so that none who were loved are left entirely in darkness.


Battle of the Autumnglade

Beginning its celebrations each year upon the battle’s remembered date, Highsun 7, this festival honors the endurance and victory of those who stood their ground in the crimson woods of the Autumnglade.

Though born from remembrance, the day has grown into a celebration of martial sport and communal strength. The city gathers for:

  • Grand archery tournaments and trials of marksmanship
  • Footraces beneath full summer sun, tracing paths once taken in battle
  • Wrestling bouts and friendly contests of arms
  • Shared midsummer feasts of fresh bread, berries, smoked meats, and spiced drink.

Children weave crowns of green and sun-gold ribbon in memory of the fallen, while champions of the games are crowned as living symbols that the Spire’s strength endures.

At dusk, a final arrow tipped with harmless flame is loosed toward the distant glade—a vow that the Spire remembers, and still stands watch beyond its walls.


Hallow’s Eve

A night when the veil between worlds is said to thin and wandering things draw near.

Masks and costumes are worn to confuse spirits and mislead curious Fey, while doorsteps are left with sweets, bread, or small charms in quiet appeasement. Stories of ghosts, curses, and ancient bargains are told openly, for fear shared among many loses much of its power.

Alongside these older superstitions, the Spire now holds a festival of mischief and lighthearted fright. Lantern-lit streets fill with games, masquerades, playful hauntings, and harmless tricks played in good humor. Children roam in costume for treats, performers stage eerie tales that end in laughter, and even the most somber folk permit themselves a night of gentle foolishness.


Spire Yule

The deepest winter festival, where warmth itself is treated as sacred work. Great hearth-fires are kept through the longest night, and gifts—often humble or handmade—are exchanged freely, with special care given that no soul in the Spire goes hungry or alone.

Public feasts fill the square with laughter and rising breath of silver frost. At dawn, bells ring to greet the returning sun, and children scatter white feathers from rooftops as symbols of hope carried upon the cold air.
