I: Clarifications on Vampirism under Seneschal Law
1. The turning of one into a Vampire, or willfully seeking Vampirism is illegal.
Under Section 5 of the Common Law of the Spire, the cursing of one into a Vampire or willfully seeking out the Curse of Vampirism for the self is considered in breach of law I “Forbidden Magicks”, wherein it is an act of invoking a long-lasting Curse with malicious intent.
Both the act of cursing, and willfully seeking out the Curse constitutes malicious intent and reckless negligence, in the furthering of a Curse of consumption. There exists no position in which furthering Vampirism should be considered as a viable action made in good faith.
2. Feeding on another, including on a consenting person is illegal.
The act of “feeding” on another mortal, is considered under Section 3 law IV “Assault”. This extends to feeding on consensual individuals, as reckless harm on another. Additionally in this case, individuals which have consensually allowed for Vampires to feed on their blood may be held as an accessory to the crime of Assault.
Those afflicted with Vampirism, should feed only on animal blood. Transfusions and Ichor treatments may be conducted by public physicians operating under the Austell Doctrine, given the following of clause 6 of the Austell Doctrine.
3. Use of Vampiric abilities is illegal.
The use of vampiric abilities which may frighten others is barred under Section 4 law III “Public Disturbance/Disorderly Conduct”. This is to say, those afflicted with Vampirism should not use their abilities in the presence of others, as this may affect others around the Vampire negatively.
4. Unauthorized revival of a Red or Black Marked Vampire is illegal.
The revival, reconstitution, or return of any vampire bearing an active Red or Black Mark shall be considered a deliberate furthering of Vampirism and an act of aiding and abetting a known criminal. Any person who knowingly performs, assists, or provides the means for such a revival shall be subject to a Red Mark in accordance with Section 6, Clause IV of the Common Law of the Spire.
This prohibition shall not apply to a revival lawfully authorized.
II: Registration of Vampirism
A private list of Registered Vampires will be kept and tracked within the offices of the Magister, Constable & Stewardess. The act of Registering constitutes the one afflicted with Vampirism coming forth to the Seneschalty as being afflicted with such, and pledging to act within the Dinah Act Code of Conduct. Failure to do so is a further breach, and leaves an Unregistered Vampire unprotected by law.
Upon registering, the Registered will receive a writ of such which is valid for 2 months, before needing to be updated. This writ may be used as proof of acting within the Code of Conduct for private use.
A Registered Vampire must report who was responsible for their turning, whether it be wanted or not, and regardless of the Registered status of the Vampire progenitor.
Registration sees the following:
- Ability to continue to be under the Curse of Vampirism with some legal protections permitted by the Seneschalty. Should the Vampire be provably in breach of the Code of Conduct, their protections are forfeit.
- Protection from hunters and other ill meaning third party actors which may wish to provoke or manufacture scenarios as to justify the use of force on a Vampire or acts committed against the Vampire.
- Access to cures; should one be found, the afflicted Vampire is to be cured at the soonest possible juncture with accommodation for comfort.
Any breaches of the Code of Conduct may see removal from the Registered status, or relevant penalties in accordance with the breach.
When available, both Registered and Unregistered Vampires will be cured.
Upon the posting of this act, Vampires are given two weeks to register with the Seneschalty as soon as possible until otherwise being considered Unregistered. Vampires may then register with the Seneschalty at any time, yet any breaches of Conduct made while Unregistered shall be weighed in the decision during registration of a Vampire.
III: Code of Conduct
- Vampires shall not break laws mentioned within part 1 of the Dinah Act. Other crimes may additionally be seen as a breach of Conduct, but not necessarily so.
- Vampires must act in cooperation with the Seneschalty and relevant authorities. Contempt, refusal to an investigation & false testimony are a breach of Conduct. Those under suspicion of being an Unregistered Vampire may be placed under investigation of such until factually disproven.
- Vampires must not aid nor abet Unregistered Vampires under any circumstances. To do so is to be considered accessory to their state. Any Unregistered Vampire must be reported for a bounty to be placed.
- Vampires must not act recklessly, loitering in proximity of where blood may be common or acting in provocation or method to frighten others with their Vampirism.
